The Maryland E-Nnovation Initiative Fund (MEIF), administered by the Maryland Department of Commerce, offers a state match to private funds raised in support of endowed chairs at Maryland's higher education institutions.
Under the fund, $8.5 million will be appropriated by the Governor annually from fiscal 2016 through 2021. Investment earnings on the endowments will be expended to further basic and applied research in scientific and technical fields of study as specified by the bill and as determined by the
Maryland E-Nnovation Initiative Fund Authority.
Nonprofit institutions of higher education in Maryland may apply for this state funding to establish research endowments and, upon securing matching private donations, MEIF funds may be distributed to the endowments.

In 2017, the program made awards to seven different institutions. The first round of awards were made in February 2017, with additional awards made in August 2017. 2017 recipients included:

- University of Maryland, Baltimore - $944,000
- Washington College - $944,000
- University of Maryland, College Park - $2.1M
- College of Southern Maryland - Johns Hopkins - $500,000
