Environmental Product Declaration Assistance Fund

The Environmental Product Declaration Assistance Fund closed on Dec. 31, 2024.

The Environmental Product Declaration Assistance Fund (EPDAF) is a financing resource operated by the Department of Commerce (Commerce) to provide grants to producers of cement or concrete mixes to support the development, standardization and transparency of Environmental Product Declarations (EPDs).

ELIGIBILITY CRITERIA

To be eligible for a grant, your business must meet all the following requirements:

  • Be an existing business in good standing with the State of Maryland.
  • Have completed and submitted an Environmental Product Declaration Assistance Fund grant application. 
  • Have incurred expenses after July 1, 2023 related to developing an EPD for concrete or cement mixes, including:
      • Conducting a Life Cycle Assessment
      • Producing a Life Cycle Assessment Report
      • Producing a Draft Environmental Product Declaration
      • Reviewing of Life Cycle Assessment Report
      • Verifying Environmental Product Declaration

APPLICATION PROCESS

The Environmental Product Declaration Assistance Fund closed on Dec. 31, 2024.

Funding is limited. Applications will be accepted beginning May 28, 2024 until funding is exhausted. Competed applications and required attachments should be emailed to Robin Bailey at Robin.Bailey1@maryland.gov.

Required Attachments

For applications to be considered the information listed below must be provided.

  • W9
  • Evidence of Good Standing with the State - Good Standing can be determined on the Maryland Business Express website. A screenshot of the results will suffice - a formal certificate of good standing is not required.
  • Receipts for all reimbursable expenditures related to obtaining an EPD after July 1, 2023, including a copy of each EPD obtained after this date.
  • Copy of check or credit card statement used to make payment for receipts submitted (account numbers redacted).

Grants will be awarded on a first come, first served basis. There are no fees or costs to apply for a grant from the EPDAF. Incomplete applications cannot be considered.
